Upper Darby baby’s death ruled a homicide

The November death of a 4-month-old Upper Darby boy has been ruled a homicide, and all four family members who were present in the house when the child was found are now refusing to cooperate with authorities, police said Sunday. The infant was found unresponsive in his home about 3:30 a.m. Nov. 6 and was taken to Delaware County Memorial Hospital, where doctors were able to get the boy breathing again, said Upper Darby Police Superintendent Michael Chitwood.

EVER WISH it were easier to gripe to the city about that pesky pothole on your block? Soon, there will be an app for that. By Labor Day, city officials are hoping to roll out a 3-1-1 app that will allow residents to have “the government at their fingertips,” as Managing Director Rich Negrin describes it. On Monday, the city is expected to announce its first major step toward the future of city-service requests — a contract with application-development company PublicStuff.

Though the city has its own app in the works, Henon said he still plans to coordinate with 3-1-1 with his own app. “I wasn’t waiting around,” he said. “My intention is to provide a quick and easy service on the run, on the fly. Parenti is among those exploring creation of a regional police force in Somerset County, but he doesn’t know whether his own town will find the idea attractive. He has heard no expressions of interest from any others, either. Three weeks ago, a task force headed by County Prosecutor Geoffrey D. Soriano released a report supporting the consolidation of 19 suburban police departments into a single countywide force and the county into five precincts. That would save the county’s 21 municipalities — two are currently patrolled by state police — $44 million over 10 years, the report said.

District tells charter to end $45 fee

The Philadelphia School District has told a charter school in Bridesburg its practice of charging students a $45 administration fee after they have been selected for admission may violate state law. Thomas Darden, a deputy chief who oversees charter schools, told Franklin Towne Charter High School last week such a fee and preadmission testing of students were not permitted by the state charter law and amounted to “illegal barriers to admission.”

A 4-month-old boy, found dead in November, was the victim of a homicide, and the four family members who were in the home no longer are cooperating with law-enforcement officials, Upper Darby Police Superintendent Michael Chitwood said Sunday. The child, Ja’Den Jones, died of “blunt craniocervical trauma,” according to autopsy results, which Chitwood released.
