Area Votes in Congress Feb 19th 2012, 05:35 WASHINGTON - Here is how Philadelphia-area members of Congress voted on major issues last week: House Payroll taxes, jobless benefits. Voting 293-132, the House on Friday sent the Senate a bill (HR 3630) extending through December a payroll-tax cut under which 160 million U.S. workers for the last 14 months have been contributing 4.2 percent of their pay to Social Security, down from the standard 6.2 percent. Deficit spending would pay the projected $100 billion cost.
